  中共中央(yang)總(zong)書記、國家主席、中央(yang)軍(jun)委主席、中央(yang)全(quan)面深(shen)(shen)化改革(ge)委員會主任習近平8月30日下午主持(chi)召開中央(yang)全(quan)面深(shen)(shen)化改革(ge)委員會第二十一次(ci)會議,審議通過了(le)《關于(yu)強化反壟斷(duan)深(shen)(shen)入推進(jin)公(gong)平競(jing)爭(zheng)政策(ce)實施的(de)(de)意(yi)見(jian)》、《關于(yu)改革(ge)完(wan)善(shan)體制機制加(jia)(jia)強戰(zhan)略(lve)和應急物資儲備安全(quan)管理的(de)(de)若干意(yi)見(jian)》、《關于(yu)深(shen)(shen)入打好污染防治攻堅戰(zhan)的(de)(de)意(yi)見(jian)》、《關于(yu)更加(jia)(jia)有(you)效發揮統(tong)計監督職(zhi)能作用的(de)(de)意(yi)見(jian)》。

  習近平(ping)(ping)在主(zhu)持會議時強(qiang)調,強(qiang)化反壟斷、深入推進公(gong)(gong)平(ping)(ping)競(jing)爭政策實施,是(shi)完善社會主(zhu)義(yi)市場經濟體(ti)制(zhi)的內在要(yao)(yao)求。要(yao)(yao)從(cong)構建(jian)(jian)新(xin)發展格局、推動(dong)高(gao)(gao)(gao)質(zhi)量發展、促進共同(tong)富裕的戰(zhan)(zhan)略高(gao)(gao)(gao)度出發,促進形成公(gong)(gong)平(ping)(ping)競(jing)爭的市場環境,為各類市場主(zhu)體(ti)特(te)別(bie)是(shi)中小企業創(chuang)造(zao)廣闊的發展空(kong)間,更好保(bao)(bao)護消費者(zhe)權益。國家(jia)儲備是(shi)國家(jia)治理(li)的重要(yao)(yao)物質(zhi)基礎,要(yao)(yao)從(cong)體(ti)制(zhi)機制(zhi)層面加強(qiang)戰(zhan)(zhan)略和(he)應急物資儲備安(an)全管理(li),強(qiang)化戰(zhan)(zhan)略保(bao)(bao)障、宏觀調控(kong)和(he)應對急需(xu)功能,增(zeng)強(qiang)防范抵御重大風(feng)險能力。要(yao)(yao)鞏(gong)固污(wu)染防治攻堅成果,堅持精(jing)準治污(wu)、科學治污(wu)、依(yi)法(fa)治污(wu),以更高(gao)(gao)(gao)標準打好藍天、碧水(shui)、凈土保(bao)(bao)衛戰(zhan)(zhan),以高(gao)(gao)(gao)水(shui)平(ping)(ping)保(bao)(bao)護推動(dong)高(gao)(gao)(gao)質(zhi)量發展、創(chuang)造(zao)高(gao)(gao)(gao)品質(zhi)生(sheng)活,努力建(jian)(jian)設人與自然和(he)諧共生(sheng)的美麗中國。要(yao)(yao)強(qiang)化統(tong)計(ji)(ji)監督職能,提高(gao)(gao)(gao)統(tong)計(ji)(ji)數據(ju)質(zhi)量,加快構建(jian)(jian)系統(tong)完整(zheng)、協同(tong)高(gao)(gao)(gao)效、約束有力的統(tong)計(ji)(ji)監督體(ti)系。

  會議指出(chu)(chu),黨的十八大以來,我(wo)們圍(wei)繞反壟(long)斷(duan)、反不正(zheng)當競爭(zheng),作出(chu)(chu)一(yi)系(xi)(xi)列重大決策(ce)部署,完善公(gong)平(ping)競爭(zheng)制度,改革市場(chang)監(jian)管體(ti)制,加(jia)強反壟(long)斷(duan)監(jian)管,推進高標準市場(chang)體(ti)系(xi)(xi)建設,推動形成統一(yi)開放(fang)、競爭(zheng)有序的市場(chang)體(ti)系(xi)(xi)。針對一(yi)些平(ping)臺(tai)企(qi)業存(cun)在野蠻生長、無序擴張等突出(chu)(chu)問(wen)題(ti),我(wo)們加(jia)大反壟(long)斷(duan)監(jian)管力度,依(yi)法查處有關平(ping)臺(tai)企(qi)業壟(long)斷(duan)和不正(zheng)當競爭(zheng)行為(wei),防(fang)止資本無序擴張初(chu)見(jian)成效,市場(chang)公(gong)平(ping)競爭(zheng)秩序穩步(bu)向好。

  會(hui)(hui)議強調,要(yao)統籌(chou)發(fa)展(zhan)和(he)(he)(he)安全(quan)(quan)、效率(lv)和(he)(he)(he)公平(ping)(ping)(ping)、活力和(he)(he)(he)秩(zhi)序、國(guo)內和(he)(he)(he)國(guo)際,堅(jian)(jian)持監(jian)(jian)(jian)管(guan)規(gui)范和(he)(he)(he)促進(jin)(jin)發(fa)展(zhan)兩(liang)手并重、兩(liang)手都(dou)要(yao)硬,明(ming)確規(gui)則(ze),劃(hua)出底線,設置好“紅綠燈(deng)”,引導(dao)督促企業(ye)(ye)服從黨的領導(dao),服從和(he)(he)(he)服務于經(jing)(jing)濟(ji)社會(hui)(hui)發(fa)展(zhan)大局,鼓勵支(zhi)持企業(ye)(ye)在促進(jin)(jin)科技進(jin)(jin)步、繁榮市(shi)場經(jing)(jing)濟(ji)、便利人民(min)(min)生活、參與國(guo)際競(jing)爭(zheng)(zheng)(zheng)中(zhong)發(fa)揮(hui)積極作用。要(yao)加(jia)快(kuai)健全(quan)(quan)市(shi)場準(zhun)入制(zhi)度(du)(du)、公平(ping)(ping)(ping)競(jing)爭(zheng)(zheng)(zheng)審查機制(zhi)、數字經(jing)(jing)濟(ji)公平(ping)(ping)(ping)競(jing)爭(zheng)(zheng)(zheng)監(jian)(jian)(jian)管(guan)制(zhi)度(du)(du)、預防和(he)(he)(he)制(zhi)止濫用行政(zheng)權力排除(chu)限制(zhi)競(jing)爭(zheng)(zheng)(zheng)制(zhi)度(du)(du)等(deng)。要(yao)堅(jian)(jian)持“兩(liang)個毫(hao)不動搖”,推動形成(cheng)(cheng)大中(zhong)小企業(ye)(ye)良性互動、協(xie)同(tong)發(fa)展(zhan)良好格局。要(yao)堅(jian)(jian)定不移推進(jin)(jin)高水平(ping)(ping)(ping)對(dui)外(wai)開放,保(bao)護(hu)產權和(he)(he)(he)知識產權,增強政(zheng)策透明(ming)度(du)(du)和(he)(he)(he)可預期性。要(yao)加(jia)強競(jing)爭(zheng)(zheng)(zheng)法律制(zhi)度(du)(du)和(he)(he)(he)政(zheng)策宣(xuan)傳培(pei)訓,強化企業(ye)(ye)公平(ping)(ping)(ping)競(jing)爭(zheng)(zheng)(zheng)意(yi)識,引導(dao)全(quan)(quan)社會(hui)(hui)形成(cheng)(cheng)崇尚(shang)、保(bao)護(hu)和(he)(he)(he)促進(jin)(jin)公平(ping)(ping)(ping)競(jing)爭(zheng)(zheng)(zheng)的市(shi)場環境(jing)。要(yao)加(jia)快(kuai)建(jian)立全(quan)(quan)方位、多層次(ci)、立體化監(jian)(jian)(jian)管(guan)體系,實(shi)(shi)現事前事中(zhong)事后全(quan)(quan)鏈條全(quan)(quan)領域(yu)監(jian)(jian)(jian)管(guan),堵(du)塞監(jian)(jian)(jian)管(guan)漏洞,提高監(jian)(jian)(jian)管(guan)效能(neng)。要(yao)加(jia)大監(jian)(jian)(jian)管(guan)執法力度(du)(du),加(jia)強平(ping)(ping)(ping)臺經(jing)(jing)濟(ji)、科技創新(xin)、信(xin)息安全(quan)(quan)、民(min)(min)生保(bao)障等(deng)重點領域(yu)執法司法。要(yao)完善反(fan)壟斷(duan)體制(zhi)機制(zhi),充實(shi)(shi)反(fan)壟斷(duan)監(jian)(jian)(jian)管(guan)力量(liang)。

  會議指出,黨的十八(ba)大以來,我們加(jia)強(qiang)國家儲(chu)(chu)備頂層(ceng)設計,深化儲(chu)(chu)備管(guan)(guan)理(li)體制(zhi)機制(zhi)改革,對中(zhong)央政府(fu)儲(chu)(chu)備實行(xing)集中(zhong)統一管(guan)(guan)理(li),加(jia)快建設覆蓋全國的物資儲(chu)(chu)存(cun)和(he)調運基礎設施(shi)網絡,國家儲(chu)(chu)備基礎和(he)實力(li)不斷增強(qiang),在防范(fan)化解重(zhong)大風險、有效應對新(xin)冠肺(fei)炎(yan)疫情(qing)中(zhong)發揮了重(zhong)要作用。

  會議強調,我國(guo)是大(da)國(guo),必須(xu)具備(bei)(bei)(bei)同大(da)國(guo)地位相符(fu)的(de)國(guo)家儲(chu)(chu)備(bei)(bei)(bei)實(shi)力和(he)應急能(neng)力。要(yao)(yao)(yao)統籌解決好“儲(chu)(chu)什么”、“誰來儲(chu)(chu)”、“怎么儲(chu)(chu)”的(de)問題,系(xi)(xi)統規劃、科(ke)學(xue)優(you)化(hua)(hua)儲(chu)(chu)備(bei)(bei)(bei)的(de)品(pin)(pin)類、規模(mo)、結構,加(jia)(jia)快補齊(qi)補足關鍵品(pin)(pin)類物資(zi)短板。要(yao)(yao)(yao)加(jia)(jia)快健(jian)全(quan)統一的(de)戰略(lve)和(he)應急物資(zi)儲(chu)(chu)備(bei)(bei)(bei)體(ti)系(xi)(xi),堅持政府(fu)主導、社會共建、多元互(hu)補,健(jian)全(quan)中央(yang)和(he)地方、實(shi)物和(he)產能(neng)、政府(fu)和(he)企業儲(chu)(chu)備(bei)(bei)(bei)相結合的(de)儲(chu)(chu)備(bei)(bei)(bei)機制(zhi),優(you)化(hua)(hua)重要(yao)(yao)(yao)物資(zi)產能(neng)保(bao)障和(he)區域布局,分(fen)類分(fen)級落實(shi)儲(chu)(chu)備(bei)(bei)(bei)責任,完(wan)善(shan)儲(chu)(chu)備(bei)(bei)(bei)模(mo)式,創新儲(chu)(chu)備(bei)(bei)(bei)管理機制(zhi)。要(yao)(yao)(yao)完(wan)善(shan)戰略(lve)儲(chu)(chu)備(bei)(bei)(bei)市場(chang)調節(jie)機制(zhi),增強大(da)宗商品(pin)(pin)儲(chu)(chu)備(bei)(bei)(bei)和(he)調節(jie)能(neng)力,更好發揮戰略(lve)儲(chu)(chu)備(bei)(bei)(bei)的(de)穩定(ding)市場(chang)功能(neng)。要(yao)(yao)(yao)加(jia)(jia)大(da)國(guo)家儲(chu)(chu)備(bei)(bei)(bei)監(jian)管力度,發揮專業監(jian)管、行業監(jian)管、屬地監(jian)管合力。

  會議指出,近(jin)年來,我們推動污(wu)(wu)染防治的(de)措(cuo)施之實(shi)、力度之大、成效之顯著前所未有。“十(shi)四(si)五”時(shi)期(qi),我國生(sheng)(sheng)態(tai)文明建設進入以降碳為重點(dian)戰(zhan)略(lve)方向、推動減污(wu)(wu)降碳協同(tong)增效、促進經濟(ji)社會發(fa)展(zhan)全(quan)面綠色轉(zhuan)型、實(shi)現生(sheng)(sheng)態(tai)環(huan)境質量(liang)改善(shan)由量(liang)變到(dao)質變的(de)關鍵時(shi)期(qi),污(wu)(wu)染防治觸(chu)及(ji)的(de)矛盾(dun)問題層次更(geng)(geng)(geng)深、領域更(geng)(geng)(geng)廣,要求也更(geng)(geng)(geng)高。

  會議強(qiang)調(diao),要(yao)(yao)保(bao)持力度、延(yan)伸深度、拓寬廣(guang)度,緊(jin)盯(ding)污(wu)(wu)染防(fang)治(zhi)重點領(ling)域(yu)和(he)(he)關(guan)鍵環(huan)(huan)節,集中力量攻(gong)克老百姓(xing)身邊的突出生(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)問題,強(qiang)化(hua)(hua)多污(wu)(wu)染物(wu)(wu)協同控制(zhi)(zhi)和(he)(he)區域(yu)協同治(zhi)理(li),統(tong)(tong)(tong)籌(chou)水資源、水環(huan)(huan)境(jing)(jing)(jing)、水生(sheng)(sheng)態(tai)治(zhi)理(li),推(tui)(tui)(tui)進(jin)土壤(rang)污(wu)(wu)染防(fang)治(zhi),加(jia)強(qiang)固體(ti)廢物(wu)(wu)和(he)(he)新(xin)污(wu)(wu)染物(wu)(wu)治(zhi)理(li),全(quan)面禁止進(jin)口“洋(yang)垃圾(ji)”,推(tui)(tui)(tui)動(dong)污(wu)(wu)染防(fang)治(zhi)在重點區域(yu)、重要(yao)(yao)領(ling)域(yu)、關(guan)鍵指標(biao)上實現新(xin)突破。要(yao)(yao)從生(sheng)(sheng)態(tai)系(xi)(xi)(xi)統(tong)(tong)(tong)整體(ti)性出發,更加(jia)注重綜合治(zhi)理(li)、系(xi)(xi)(xi)統(tong)(tong)(tong)治(zhi)理(li)、源頭治(zhi)理(li),加(jia)快構建減污(wu)(wu)降(jiang)(jiang)碳一體(ti)謀(mou)劃(hua)、一體(ti)部署、一體(ti)推(tui)(tui)(tui)進(jin)、一體(ti)考(kao)核的制(zhi)(zhi)度機制(zhi)(zhi)。要(yao)(yao)統(tong)(tong)(tong)籌(chou)生(sheng)(sheng)態(tai)保(bao)護和(he)(he)污(wu)(wu)染防(fang)治(zhi),加(jia)強(qiang)生(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)區管控,推(tui)(tui)(tui)動(dong)重要(yao)(yao)生(sheng)(sheng)態(tai)系(xi)(xi)(xi)統(tong)(tong)(tong)保(bao)護和(he)(he)修(xiu)復(fu),開展大規模國(guo)土綠化(hua)(hua)行動(dong),擴大環(huan)(huan)境(jing)(jing)(jing)容量的同時(shi),降(jiang)(jiang)低污(wu)(wu)染物(wu)(wu)排放量。要(yao)(yao)加(jia)快推(tui)(tui)(tui)動(dong)產業結構、能源結構、交通運輸結構、用地結構調(diao)整,嚴把(ba)“兩高”項目準入關(guan)口,推(tui)(tui)(tui)進(jin)資源節約高效利用,培育綠色低碳新(xin)動(dong)能。要(yao)(yao)深入推(tui)(tui)(tui)進(jin)生(sheng)(sheng)態(tai)文明體(ti)制(zhi)(zhi)改革,加(jia)快構建現代環(huan)(huan)境(jing)(jing)(jing)治(zhi)理(li)體(ti)系(xi)(xi)(xi),全(quan)面強(qiang)化(hua)(hua)法治(zhi)保(bao)障,健(jian)全(quan)環(huan)(huan)境(jing)(jing)(jing)經(jing)濟(ji)政策(ce),完善資金投入機制(zhi)(zhi)。要(yao)(yao)加(jia)強(qiang)系(xi)(xi)(xi)統(tong)(tong)(tong)監管和(he)(he)全(quan)過程監管,對(dui)破壞生(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)的行為決不手(shou)軟,對(dui)生(sheng)(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)違法犯罪(zui)行為嚴懲重罰。要(yao)(yao)注意因地制(zhi)(zhi)宜(yi)、分(fen)類施策(ce),體(ti)現差別化(hua)(hua),不搞一刀切。

  會議(yi)指出,統(tong)計監(jian)督(du)(du)(du)(du)是黨(dang)和(he)(he)國家監(jian)督(du)(du)(du)(du)體系的重(zhong)要(yao)組成(cheng)部分。黨(dang)的十八大(da)以來,我們對(dui)完善統(tong)計監(jian)督(du)(du)(du)(du)作出制度安排,查處了一大(da)批統(tong)計違紀(ji)違法案件,統(tong)計監(jian)督(du)(du)(du)(du)取得明顯成(cheng)效(xiao)。要(yao)加強(qiang)對(dui)貫徹新發展(zhan)(zhan)理念、構建新發展(zhan)(zhan)格局、推動(dong)高(gao)質(zhi)量發展(zhan)(zhan)情況的統(tong)計監(jian)督(du)(du)(du)(du),重(zhong)點監(jian)測評價國家重(zhong)大(da)發展(zhan)(zhan)戰(zhan)略實(shi)施情況、重(zhong)大(da)風險挑(tiao)戰(zhan)應對(dui)成(cheng)效(xiao)、人(ren)民群眾反映(ying)突出問題解決情況等(deng)(deng)。要(yao)加快(kuai)統(tong)計制度方(fang)法改(gai)革,加大(da)現(xian)代信息技術運(yun)用,夯實(shi)統(tong)計基(ji)層(ceng)基(ji)礎(chu),把(ba)情況摸清,把(ba)數據搞準,使監(jian)督(du)(du)(du)(du)結果經得起實(shi)踐和(he)(he)歷(li)史(shi)檢驗(yan)。要(yao)推動(dong)統(tong)計監(jian)督(du)(du)(du)(du)和(he)(he)紀(ji)律監(jian)督(du)(du)(du)(du)、組織監(jian)督(du)(du)(du)(du)、巡視監(jian)督(du)(du)(du)(du)、審計監(jian)督(du)(du)(du)(du)等(deng)(deng)統(tong)籌銜(xian)接,加強(qiang)工(gong)作協調和(he)(he)統(tong)計監(jian)督(du)(du)(du)(du)結果運(yun)用,提(ti)升(sheng)監(jian)督(du)(du)(du)(du)效(xiao)能。
